The purpose of this site as it is currently developed is intended to serve in an informational capacity only and will chronicle the life experiences of a single homeowner in the Sabattis Hills Subdivision in Palmer, Alaska. Any information and views expressed on this site are of that single homeowner and do not necessarily reflect the opinions and views of fellow property owners within the subdivision. The single owner maintaining this site will chronicle his experiences from nearly 4 years of property/home ownership within the subdivision.
This site is not associated with any real estate agency, no specific home builder, and definitely not the developer. If you are interested in purchasing a lot and building a home within this subdivision, we strongly suggest that you do not rely on this information alone and encourage you to contact a real estate agency, a home builder, or the developer directly to learn more before you finalize your decision. Any prospective owner of property within this subdivision should conduct their own due diligence prior to entering into any sales contract.

It is the single owner’s intention to simply state facts, and allow the reader to form their own opinions and judgements. If opinions are expressed, they will be clearly labeled as OPINION and they should only be construed as such by the reader.

About Me
I live within the subdivision at 13313 E Cayuga Ave (Block 3 Lot 4). My family and I purchased the lot in 2021 and completed construction of our new home in January 2022.
I get outside every day of the year for either running or walking with our Siberian Husky, and I can be seen on the roads in and around the subdivision.
Before moving to Palmer, we lived in Anchorage for 25 years. In the previous subdivision we moved from, I was on the Board of the HOA serving several roles, most recently as President.
I am an IT professional and run my own full time consulting practice.
Important Subdivision Information and Disclosures
- Originally consisted of 75 lots, but two lots were combined and now consists of 74 lots. See original plat here.
- Subdivision Developer is Carl Luchsinger. His primary home is right outside of the subdivision but he and his wife, Cecilia Hidalgo, own several properties within the subdivision. Most of them are empty lots they are looking to sell.
- Previously the empty lots were owned by the company CLC LLC, but in November 2023 they quit claimed those lots over to themselves as named owners, in what appears to be a move related to the dissolving of the HOA (more of that below).
- OPINION – This Developer is a very difficult person to engage with, especially when facing the challenges and issues we homeowners are currently facing in the subdivision (see Current Issue below).
- Development Status (current 74 lots)
- 35 completed single family homes
- 4 single family homes under construction
- 1 duplex under construction (see Current Issue below)
- 32 empty lots
- 28 lots owned by the Developer
- 4 lots owned by other private owners
- 1 lot currently has a 4-plex foundation in place (see Current Issue below).
- 1 workshop facility owned by the Developer
- Road Maintenance (see Current Issue below):
- 52 lots not in a Road Service Area that require private road maintenance.
- 23 lots in RSA 23 that are supposed to have Borough provided maintenance, but due to non-conformance issues not resolved by the Developer, services are not being provided.
- In this case, these buyers pay extra property taxes to the Borough but do not receive any road maintenance services.
- In looking at the map, this would consist of these lots:
- Those along the front side of the subdivision on Hermann Ave
- Those along Mohawk Drive from the 1st entrance of the subdivision until the intersection of Oneida.
- Those along Onondaga Drive from the 2nd entrance of the subdivision until the intersection of Oneida.
- Those along Oneida Drive (South side of road only as North side is not in RSA 23.
- In looking at the map, this would consist of these lots:
- In this case, these buyers pay extra property taxes to the Borough but do not receive any road maintenance services.
- The builder has a Letter of Guarantee that states the road maintenance services he must provide to private lot buyers in the subdivision.
- The Developer agreed to fund these services until 1/1/2025.
- In the Property Disclosure statement that we received when we purchased our lot in 2021, it stated “HOA Lots will pay for road maintenance starting 1/1/2025“.
- At that time all 75 lots were in a mandatory HOA that would protect the future interests of all homeowners to ensure that road maintenance services were being fully funded by all property owners.
- The HOA was dissolved by the Developer on 9/20/2023 with no notification to property owners who were being protected by that HOA (see Current Issue below).
- It is unclear what the current wording is for this Property Disclosure statement, but it likely has changed to reflect the current development plan of this Developer.
- At that time all 75 lots were in a mandatory HOA that would protect the future interests of all homeowners to ensure that road maintenance services were being fully funded by all property owners.
- CCRs (Covenants, Conditions, and Restrictions)
- The CCRs provided to me in 2021 are here.
- 17 of the 75 lots are currently excluded from the CCRs and therefore not bound by the same rules and restrictions of the other 58 lots.
- This has recently led to the development of the first duplex in the neighborhood, and it is our understanding that more are planned for development on the remaining excluded lots (see Current Issue below).
- Any buyer of a lot can choose their own home builder, but the Developer has a preferred builder, Dustin Marrs with Cutting Edge Homes/Cabins Inc.
- OPINION – The Developer and this builder have a loose partnership as they often partner on new home builds (Developer typically does excavation and other dirt work) and the builder has been provided the right to put signs up on properties he. intends to build for his clients, even though ownership remains with the Developer (giving the appearance that the lot is not open to select another builder).
- OPINION – The Developer makes life difficult for any other builder and often forces them to comply with rules he does not enforce on his preferred builder.
- This builder is currently building the first duplex in the neighborhood that he intends to rent out as the landlord.
- Currently being built on a CCR excluded lot that does not have the restriction of a single family home (see Current Issue below).
- This action has upset many neighbors who purchased their property under the idea that only single family homes would be allowed (per the CCRs that apply to most of the lots).
- The builder has said he intends to build multi-tenant units on at least two more excluded lots; with possibly some of them having two homes on a single lot.
- He previously worked with the Developer on a plan to build a large 4-plex on the lot at the first entrance to the subdivision at Hermann and Mohawk. They eventually halted development when legal action was started as this is an included lot in the CCRs and only single family homes can be built here.
- Even though development has been halted, the foundation remains so it is unclear what their future plans are.
- The builder sold this property back to the Developer who is the current owner.
- OPINION – Dustin Marrs has said he wants to be a good neighbor, but these actions are not the way to go about it as multi-tenant rental properties are not wanted by fellow property owners in the subdivision.
- Currently being built on a CCR excluded lot that does not have the restriction of a single family home (see Current Issue below).
- This builder also provides some of the private road maintenance services currently being administered by the Developer (see Current Issue below).
- All lots require private well and septic.
- Utilities
- Electricity – Matanuska Electric Association
- Natural Gas – Enstar
- Internet – MTA provides fiber, but other providers available

Current Issue: HOA Dissolution
An HOA was established by the Developer on 9/25/2019 as Sabattis Hills Homeowners Association, Inc. (State of Alaska entity 10114519).
This HOA initially had a Board of Carl Luchsinger (President), his wife Cecilia Hidalgo (Secretary, Treasurer) and his son Peter Luchsinger (Vice President).
On 9/20/2023, the HOA was dissolved without notice to any homeowners currently being provided protections under that HOA. This was eventually discovered by a homeowner and word began to spread. It was also discovered that around the same time, the ownership of all unsold lots changed from the CLC LLC entity to co-ownership between Carl Luchsinger and his wife Cecilia Hidalgo.
This action has left the neighborhood community in a state where none of the CCRs can be easily enforced, which contributes to the other problems being highlighted on this site. Without the HOA, the homeowners can never take control of the annual road maintenance and can do nothing to modify the CCRs to include the current excluded lots.
When Carl Luchsinger was asked on the phone why he dissolved the HOA, he said it was because the State of Alaska sent him a notice that he was out of compliance, but that was only because he failed to file his biennial report. Once he submitted that report, the LLC was in good standing again, but they moved forward with dissolution anyway.
The HOA was initially mandatory and we had 100% participation. Now that it has been dissolved, any attempts to resurrect it and achieve 100% participation will likely be met with reluctance by some of the property owners who have expressed dissatisfaction with HOAs in general.
